London conference backs Somalia terror fight

President Sheikh Sharif Ahmed: "We are scared of tomorrow"
World leaders have pledged to boost support for measures to fight piracy, terrorism and political instability in Somalia, after a meeting in London.
The conference agreed a seven-point plan promising more humanitarian aid, support for African Union peacekeepers and better international co-ordination.
US Secretary of State Hillary Clinton said the world must keep Islamist militant group al-Shabab "on the run".
A two-decade war has wrecked Somalia, leaving it without a proper government.
The current transitional government has direct control only in the capital, Mogadishu. It is propped up by 12,000 African Union (AU) peacekeepers.
Al-Shabab militants, who recently joined with al-Qaeda, control large swathes of territory.

Analysis

There seems to be a bit of a contradiction in the final communique. On the one hand, it states in bold type that decisions on Somalia's future "rest with the Somali people". On the other it talks about outsiders taking some control of the government's budget, through a Joint Financial Management Board.
Doubtless there has been progress today in the fight against al-Shabab and piracy. The delegates made it clear that the time for political transition is over. But Somalia may be entering another phase of violence and instability, this time between its regions, many of which have their own governments.
There were no fewer than four Somali presidents at the conference, one representing the transitional federal government, the others the more stable regions in the north. And outside the conference there were no less than three small but noisy demonstrations, all shouting and singing for different causes. This suggests that peace and unity may be still be a distant dream.
Mrs Clinton ruled out talks with al-Shabab, saying that its decision to join forces with al-Qaeda showed "it is not on the side of peace, stability or the Somali people".
However, she said the international community was ready to engage with anyone willing to renounce violence and embrace the peace process.
Somali officials had earlier urged targeted air strikes against al-Shabab targets, but Mrs Clinton said there was no case for that kind of action.
UK Prime Minister David Cameron, hosting the conference, said setting up an inclusive government was vital to the country's future, and that it must work alongside AU military action.
"Those young people who take up guns for al-Shabab need to be able to see that there is a future in a prosperous stable Somalia that offers them what everyone wants, which is a job and a voice," he told a news conference.
"So the connection between military action to put huge pressure on Shabab, which has been happening, and the political process, they are two sides of the same coin."
In a final communique, the 55 countries and organisations gathered in London said they would:
  • back the handover of power from the transitional government to an inclusive administration by August
  • provide more support for African Union peacekeepers
  • better co-ordinate humanitarian aid, shifting focus to long-term needs
  • crack down on piracy by expanding on agreements to bring suspects to trial in countries away from Somalia
At the start of the conference, President Sheikh Sharif Ahmed, leader of the transitional government, said Somalis wanted to shake off "horrendous memories of the past", but feared the gathering might be just another diplomatic talking shop.

"Today we are looking for security. We are scared," he said.
"We want to know what happened to the resolutions, all those hopes in the past which never saw the light of day, and which remain as mere words on pieces of paper."
Representatives from many Somali factions attended the London conference, but al-Shabab was not invited.
The militant group denounced the London conference as another attempt to colonise Somalia.
"They want us under trusteeship and we will not allow that. God willing we will face the outcome with full force and stop it," said al-Shabab spokesman Ali Mohamud Rage.
The Islamist militants were forced out of Mogadishu last year, and are under pressure from Kenyan, Ethiopian and Somali government troops elsewhere.
On Wednesday, Ethiopian and Somali troops took control of the strategic stronghold of Baidoa, in the south-west of the country, from al-Shabab.
The BBC's Mohammed Dhore in Mogadishu says security is extremely tight in the city because of the conference, with more than 50 roadblocks compared with the usual five.

Alabama clears Gabe Watson of scuba honeymoon murder

A man accused of drowning his wife on a scuba dive during their honeymoon in Australia in 2003 has been acquitted by a court in the US state of Alabama.
The trial of Gabe Watson, 34, ended after a judge said there was too little evidence to send his case to a jury.
Watson pleaded guilty to manslaughter in Australia, was jailed for 18 months, and could have faced life in prison.
Prosecutors said Watson drowned his wife for insurance money, while defence lawyers called her death an accident.
Prosecutors told a court that Watson stood to gain about $200,000 (£127,000) from the death of his wife, Tina.
They alleged that he turned off her air flow and held her under the water.
But defence lawyers said that as Tina panicked underwater she knocked off her husband's face mask, forcing him to swim to the surface without her.
The only eyewitness in the case said he thought Watson was trying to save his wife, and the judge said prosecutors had not produced enough evidence to show that Watson deliberately killed her.
Watson's father hugged his son after the court delivered its ruling, saying: "I'm just so relieved. Hopefully he can put his life back together."

Barack Obama apology to Afghanistan over Koran burning

Afghan police and plain-clothed security officials fire shots into a crowd of about 500 protesters in Kabul
President Barack Obama has apologised to the Afghan people for the burning of Korans by American troops at a US base.
In a letter to President Hamid Karzai, Mr Obama expressed his "deep regret" and said the incident earlier this week was a genuine mistake.
Demonstrations against the desecration have continued for a third day across northern and eastern Afghanistan.
Two US soldiers and two Afghans were killed in an attack on a military base. Elsewhere there were four other deaths.
On Wednesday, another seven people were killed and dozens injured in protests.
Mr Obama's letter, delivered by the US ambassador to Afghanistan, assured the Afghan president that US authorities would question all those responsible.

Analysis

The Afghan authorities are being blamed for poor handling of the violence and an intelligence failure in several cases. Critics say security forces have been slow to deploy in the provinces, especially after MPs called for jihad [holy war] on television and local radio stations.
In Nangarhar province, mosque loudspeakers were used in several villages urging people to collect their guns - but Afghan forces took no action until armed demonstrators attacked the Nato base. In neighbouring Laghman province, local mullahs knocked on doors and asked people to join protests against Afghan and international forces.
Police and troops did better in Kabul, preventing hundreds of demonstrators from entering the city.
President Karzai and his aides had a long day urging politicians, provincial governors, tribal elders and religious leaders to spread the message of peace and calm. One official close to Mr Karzai said news of the burnt Korans had travelled like a bullet all over the country. Another aide said the demonstrations were like a wild fire out of control.
There is a state of high alert ahead of prayers on Friday.
"I convey my deep sympathies and ask you and the people to accept my deep apologies," the letter said.
"The error was inadvertent; I assure you that we will take the appropriate steps to avoid any recurrence, to include holding accountable those responsible," it continued.
President Karzai told members of the Afghan parliament that a US officer was responsible for the burning.
But he said it was done out of "ignorance".
In addition to those killed, many people have been injured in the protests, some of them critically, while armed men on Thursday also attacked at least two military installations.
Crowds shouting "death to Obama" have been throwing stones and setting fire to the US flag.
Meanwhile the Taliban have called on Afghans to kill and beat all invading forces in revenge for "insulting" the Koran.
In a statement a Taliban spokesman said Afghans should "not stop at protesting" but instead target military bases and personnel to "teach them a lesson that they will never again dare to insult the Holy Koran".
'Death to America'
The BBC's Andrew North, in the Afghan capital, says many officials sympathise with the outrage the US has provoked across the country.
He says Friday prayers may spark more tensions, depending on the tone set by religious leaders.

Police, local officials and tribal elders have told the BBC there have been major protests in a number of areas across the country, involving many hundreds of people.

  • In Uruzgan province, two people were killed and at least eight others wounded, three of them police, in clashes between protesters and Afghan security forces, local officials told the BBC's Bilal Sarwary

Muslims consider the Koran the literal word of God and treat each book with deep reverence.
Last year, at least 24 people died in protests across Afghanistan after a hardline US pastor burned a Koran in Florida.

JK Rowling to pen first novel for adults

Author JK Rowling has announced plans to publish her first novel for adults, which will be "very different" to the Harry Potter books she is famous for.
The book will be published worldwide, although no date or title has yet been released.
"The freedom to explore new territory is a gift that Harry's success has brought me," Rowling said.
The writer published seven Potter books, which have sold more than 450 million copies around the world.
The books, about a boy wizard, became a worldwide phenomenon and were turned into eight blockbuster films starring Daniel Radcliffe.
When the final instalment of the book series went on sale in 2007, thousands of copies sold in minutes.
'Logical progression'
All the Potter books were published by Bloomsbury, but Rowling has chosen a new publisher for her debut into adult fiction.
"Although I've enjoyed writing it every bit as much, my next book will be very different to the Harry Potter series, which has been published so brilliantly by Bloomsbury and my other publishers around the world," she said, in a statement.
"The freedom to explore new territory is a gift that Harry's success has brought me, and with that new territory it seemed a logical progression to have a new publisher.
"I am delighted to have a second publishing home in Little, Brown, and a publishing team that will be a great partner in this new phase of my writing life."
Little, Brown's David Shelley said the company were "thrilled, honoured and proud" to be publishing Rowling's latest novel.
"For me, quite simply, it is a personal and professional dream come true to be working with JK Rowling."

Maryland state senate passes gay marriage bill

A bill that would legalise gay marriage in the US state of Maryland has been approved in the state Senate, less than a week after it passed the state House.
The bill, which will become law when signed by Governor Martin O'Malley, who sponsored it, will make Maryland the eighth US state to permit gay marriage.
But opponents have vowed to challenge the measure by putting it on the state ballot in November's election.
Republican New Jersey Governor Chris Christie vetoed such a bill last week.
However, Mr O'Malley has said he will sign the Maryland law, which passed in the Senate 25-22.
Although Maryland has one of the largest Democratic majorities in any state legislature, the measure encountered resistance from African-American Catholic and evangelical lawmakers.
Maryland would join Iowa, New York, Washington, Massachusetts, Connecticut, New Hampshire, Vermont and the District of Columbia, which have already legalised same-sex marriage.

The White House has called on internet firms to develop stronger privacy protections for consumers.
The move comes amid worries that browsing information is being tracked and given to advertisers.
State attorneys in 36 states recently sent a letter of concern over Google's plan to share personal information across its products.
As part of the announcement, the firms' ad networks said they would support a "Do Not Track" browser option.
The US has advocated since 2010 for "Do Not Track", a one-click option to prevent information gathered while web browsing being shared with third parties.
'Bill of rights'
In a statement, President Barack Obama outlined a "consumer privacy bill of rights".
The White House said internet users should have the right to limit the context in which information was collected, should be allowed to correct information and should have the right to transparency in privacy policies.
Companies like Google and Facebook have signed on to develop guidelines based on the "bill of rights", enforceable by the US Federal Trade Commission (FTC).
"American consumers can't wait any longer for clear rules of the road that ensure their personal information is safe online," Mr Obama said.
"As the internet evolves, consumer trust is essential for the continued growth of the digital economy."
Privacy complaints
Privacy advocates will be involved with the development of the new guidelines, but some remain concerned about the firms' ability to self-regulate.
"The real question is how much influence companies like Google, Microsoft, Yahoo and Facebook will have in their inevitable attempt to water down the rules that are implemented and render them essentially meaningless," John Simpson, who works on privacy issues for Consumer Watchdog, told the New York Times.
Marc Rotenburg, the executive director of the Electronic Privacy Information Center, called the announcement "the clearest articulation of the right to privacy by a US president in history".
However, he told Reuters news agency there were "real concerns about implementation and enforcement".
The FTC has taken previous action against Facebook and Google over privacy complaints, both of which were settled in 2011.
While US legislators have argued that online tracking should be curtailed, little has been done.
Any guidelines developed by US officials in concert with internet firms would be enforceable by the FTC once agreed on, but would not necessarily apply to companies that did not sign on.

Highland pig going urban

Originating from the highlands, domestic pigs kept by ethnic minorities in the wild and mountainous areas of the country have been brought back and reared for their meat, ultimately destined to become a special restaurant dish in Ho Chi Minh City.
The animals are called ‘heo toc’, which are free to wander in forests, mountains and streams to search for food during day before returning to their sty for shelter at night. Due to their natural habitat, the meat of ‘heo toc’ is of better quality than normal, farm-raised pig.
Restaurants bustling with “specialty dish”
It is no more than 6 o’clock in the evening and already the ‘heo toc’ specialty restaurant Thanh Mat in Go Vap District is full. Even though there are hundreds of dishes on the menu, diners are here to sample the highland pig.
City diners are particularly keen on the meat’s taste of wilderness: firm on the inside and crispy on the outside. Nguyen Minh Long, who works in the Tan Binh industrial zone, says, “Highland pig meat is less chewy than wild pig’s. It is a perfect dish at year-end parties”.
Perhaps it is the novelty that appeals to regular diners.
Owner of Luong Gia Quan, a restaurant in District 2, said, “Every two days, we collect stock from many provinces such as Kon Tum, Dak Lak, and Lam Dong to meet customer demand”.
Similarly, a waitress at Thanh Mat restaurant says: “Normally we have to get at least 20 ‘heo toc’ in order to serve guests everyday”.
It is not only men who regularly dine out who love the dish, women are also intrigued. “Highland pig meat is not just for evening gatherings, it can be cooked and prepared in an office-lunch style. My friends often have this for lunch for a change”, says My Le, working at HD Bank.
Finding its way to the city
‘Heo toc’ has a long journey to make before they reach restaurants in Saigon.

Le Van Dung, supplier of highland pigs in Binh Tan District, says, “My stock comes from Cambodia. The animals are ready to be slaughtered whenever a customer orders, at an extra price of VND100,000 (US$5) on top of the VND200,000/kg for the meat”.
‘Heo toc’ is transported from farms in the highlands and reared in suburban districts like District 9, Hoc Mon, and Cu Chi.
They do not require sturdy cages like normal pigs, only a simple pen with 1.5-meter-tall fences and other necessary amenities.
Tram, a wild boar farm owner in District 9, says, “The hardest phase of rearing ‘heo toc’ is when they are first brought back from the highlands. They have to be carefully vaccinated and taken care of as they get used to the food and water.

But as they get older, the work gets lighter. ‘Heo toc’ can be fed with pineapple, jack-fruit skins, and morning glory, unlike normal pigs which require bran feeding at intervals”. Tram also says that previously, highland pigs were hard to find. Suppliers used to travel all the way to villages of ethnic minorities in Lam Dong, Binh Thuan, and Dak Lak.
The group would have to spend a whole day befriending the locals before being allowed to buy a single boar.
However, that has changed due to the rising demand of diners in Ho Chi Minh City. Instead of bringing a pair of ‘heo toc’ back to the city and rearing them for a whole year, suppliers have decided to instruct villagers to rear them on-site in large quantities.
Tram says in the run-up to the Lunar New Year, people from both restaurants and households rushed to order highland pigs. The stock ran out around four days before Tet.
‘Heo toc’ mistaken for wild boars
Previously, wild boars used to be restaurants’ favorites. Now the crown has been passed to ‘heo toc,’ with a higher value, as wild boars are now raised in sties s on farms and so they are almost no different from normal pigs. Wild boars are currently raised the industrial way, priced at around VND120,000/kg. Their meat is of a lower quality, containing more fat than ‘heo toc’. On farms, wild boars are kept and fed with industrial food.
Vo Van Phien, owner of a ‘heo toc’ farm in Binh Duong Province says highland pigs have dark black hair, short noses, and fat bellies; while wild boars have dark brown hair and longer noses.

Caddies' tears on golf course

On the first working day as an official caddy, a disguised journalist of Tuoi Tre was almost dismissed by her client, a Vietnamese player, after he missed his several of his strokes.

“He is angry, saying that your astrological sign is at odds with his and that’s why he couldn’t make any good shots today. I ask for his sympathy because you would be fired if rejected by a customer on your first day at work,” said the caddy working with me on the same shift.
Insults can pour down like rain
As they stand in line at the starting area, waiting to receive their clients, each caddy was filled with nevousness and anxiety. It is not uncommon for them to be assigned to serve clients, mostly Vietnamese men, who are hot-tempered or even rude, treating them like servants.
Some regular customers at the course have a reputation for changing caddies many times when he fails to make a good performance on the golf course. At such moments, they vent all their anger on the caddies, blaming them for everything. Some men even curse at their caddies, spit, or throw their clubs on the ground for the caddies to pick up.
The caddies’ nerves were strained to the breaking point when they had to serve such men.
Staying alert and paying close attention to the game is the secret to cope with these nerve-wracking situations, according to an experienced caddy. Pulling the stroller after the player, the caddy must always calculate the distance from the ball to the coming hole and be ready to give the player the information when he asks.
Keeping silent and taking all the blames poured on their heads, no matter how absurd or unreasonable they are, also helps to keep the lid of anger on and prevent an explosion.
In standing close to a player to quickly swap him a new club, some caddies also gets blamed by the player for a missed stroke, said a caddy.
Their anger, rudeness and insults become worse when Vietnamese golfers play for money. Some caddies try to psych themselves up before these betting games with the thought of a large tip from the winner and loser afterwards.
A caddy named Hong recalled, “Once, one of my clients is just 30 meters from the flag [that marks a hole], his stroke was too strong and the ball passed the hole, rolling down a hill.”
He got mad at the caddy and swore at her, “F***, why don’t you tell me about the hill beyond the flag?”
Some men even cheat by kicking the ball to another location when it lands between two tree trunks, making it impossible for them to hit it.
When a player starts accusing his rival of cheating, the caddy gets caught in the line of crossfire between them and finds it impossible to satisfy them both.
A caddy named Ha working on the HP golf course in the northern province of Hoa Binh was very bitter about this. “With money, some men want to see their attendants suffer to make it worth their expenses. Some treat the caddies on the golf course no less than they do their servants at home and show no respect for them.
“Working as a caddy, you have to accept it all,” Ha added.

Tears on golf course
Verbal abuse is not always the caddies’ biggest worry as some of them are exposed to accidents without getting any insurance coverage from the golf course owner.
A stray golf ball can give a caddy a broken nose, a black eye or any heavy bruises on other parts of the faces and bodies.
Golf course owners normally have no obligations towards the caddies working for them. They sign no contract with them and pay them no social insurance, except VND70,000 (US$3.3) a day plus tips from players.
Apart from the customers’ anger and insults and their occupational hazards on the golf course, a caddy also has to deal with possible punishment from managers if their clients report displeasure over their service.
Caddies will be fined if they they don’t pick up rubbish the customers throw on the field or if their customers lose some piece of gear. In some golf courses, caddies are fined if they don’t turn off the lights and fans after clients use them.
The worst punishment for caddies is to be taken off their caddy duties and assigned to removing weeds for a month on the golf course, depriving them of their major source of income -- the tips.
Love and money
Many nice-looking caddies have fallen into the money-for-love trap set by wealthy golf players and none of them end in marriage.
A caddy named H in the MP golf course has been known for her love affair with a South Korean man who is a regular golfer at the site.
On the golf course, the Korean man is seen pushing the stroller and walking by his side is H holding his purse.
The Korean man didn’t hide from H the fact that he was married. In return, he gave her generous gifts and money.
Another golf player from Japan spent billions dong to buy Tram, his caddy and girlfriend, a big house in Thu Dau Mot Town in the southern Binh Duong Province. Their relationship lasted for a year before the Japanese returned home, leaving no contact address behind.
